Yesterday, an event called the Morelos Film Encounter was held at Exhacienda Chiconcuac, Morelos, featuring the participation of Federal Secretary of Economy Marcelo Ebrard, along with the Governor of the State of Morelos, Margarita González Saravia. During the event, the Filming Law for the State of Morelos was announced, together with a series of actions aimed at boosting the film industry and supporting local filmmakers.

Following the framework of the plan announced at the federal level earlier this year (you can read a brief note here), this initiative seeks to be a comprehensive project that includes several measures added to existing federal support programs. Among them stands out a new filming law for the State of Morelos, which establishes a public trust with a fund to incentivize the audiovisual industry, operating under a cash rebate scheme for production expenses carried out in Morelos with individuals or companies. The reimbursement percentage depends on the type of expenses (between 20% and 30%).

Unlike the federal incentive announced in February, which functions as a tax credit, the support scheme announced in Morelos operates through a cash rebate system, meaning a reimbursement of a percentage of the expenses incurred within the state. Most importantly, both incentives complement each other, and a single production may qualify for both if it meets the technical requirements of each program.

The plan also includes an audiovisual production center with infrastructure and resources for different types of productions promoted by the state government, as well as a complex of film studios being developed by private initiative. This complex will include state-of-the-art sound stages, workshops, editing rooms, and production infrastructure and services ranging from operational offices, dressing rooms, and catering to a hotel and residential villas for lodging.

The state’s comprehensive project also includes additional actions led by the Morelos Ministry of Culture, such as training programs, the creation of the Digital Arts Center, the rehabilitation of Cine Morelos, the promotion of film clubs, co-investment agreements with foreign companies to open studios in the state, and an active promotion strategy to attract international productions.

The event was attended by prominent members of our community who reside in Morelos, including Lucía Cavalchini, co-founder and director for more than ten years of Animasivo, as well as Luis Hernández Alanís, an internationally recognized director and winner of the first edition of Ideatoon with his project Cuentos Cultos Animales, along with other notable figures from the Morelos film industry.

During the event, a new Pixelatl event in Morelos was also announced, which we have been planning for several months and will soon formally reveal in our logbook.
